We are delighted to have successfully delivered our first data centre project, working with our client to deliver considered and sensitive political and community engagement. The proposals to redevelop an existing, aging data centre, providing local benefits and a more sustainable future to the facility were consented at committee in April 2026.

Our role:
Delivering a targeted engagement strategy with political and community stakeholders, alongside a programme of consultation with residents in the local area
Crafting bespoke key messaging to promote the reprovision and expansion of the existing data centre facility on site
Identifying local aspirations among site neighbours and key stakeholders, that could be furthered through the wider redevelopment of the site.
Existing site:
A brownfield site, located within Holmethorpe Industrial Estate, part of Foxboro Business Park in Redhill, Surrey
The site has been home to a data centre since 2008
The existing site covers 1.3 hectares and comprises two industrial warehouses with adjoining two storey offices.
Scheme deliverables:
The reprovision of two modern purpose-built units to replace the existing units
Connected modern office and ancillary space
Predicted 8MVA increase in capacity
Attractive design and façades to minimise visual impact
The use of photo voltaic (PV) panels to generate zero carbon electricity on site and waste heat recovery to provide low carbon heat to the offices
Enhanced landscaping and tree planting around the site perimeter
Communications undertaken:
Comm Comm utilised our local knowledge and intelligence to support the communications strategy, with research into local planning issues and previous experience of working with key political stakeholders
Held targeted virtual briefing sessions with political stakeholders across the lower and upper tier authorities
Virtual meeting held with the leadership of the local resident's association, to answer outstanding queries
Comprehensive Q&A and FAQs document prepared to answer any range of project queries
Dedicated digital engagement platform, displaying CGIs of proposals, along with overview of the application and timeline for delivery
Community newsletter delivered to neighbouring homes and businesses, introducing the proposals and directing recipients to the feedback mechanisms
Bespoke feedback loop, designed to maximise accessibility and encourage responses
SCI drafted as part of the planning application
Follow-up correspondence with stakeholders and community at key points in the planning process, including submission and validation.
